Petre Roman
Former Romanian Prime Minister
Founding Partner
Prime Minister Petre Roman is a founding partner of Summit International
Relations bringing knowledge and experience gained during 15 years
of public service in the Balkan and Black Sea regions. Dr. Roman
first emerged as a leader in the anti-government demonstrations
and armed resistance of the Romanian Revolution and later went on
to hold several top posts in the Romanian Government.
In 1989, Dr. Roman was asked to be the Interim Prime Minister and
then in 1990 was elected by Parliament to serve as Prime Minister
of the first democratically elected Romanian Government in more
than 50 years. In 1992, he became a member of the Chamber of Deputies
where he chaired the Defense Committee. From 1996 to 1999, Dr. Roman
simultaneously held the positions of President of the Senate, Chairman
of Combined Parliament and Senate, and Chairman of the Defense Committee.
He served as Deputy Prime Minister and Minister of Foreign Affairs
from 1999 to 2000. Dr. Roman was elected as a Senator in November
of 2000 and reelected in 2004. Dr. Roman continuously served in
high level government positions from the emergence of Romania as
a Democracy until his retirement from the Senate in 2005.
Prime Minister Roman has been a leading reformer in Romania and
the region. He was a major player in Romania's successful effort
to obtain European Union and NATO membership. He has overseen the
privatization of state enterprises and the restoration to private
ownership of more than 80 percent of Romania's agricultural land.
Dr. Roman also led the way in forming Romania's current legal structure
including the law on land ownership, the law on foreign investment
and the law on agricultural associations.
Prime Minister Roman has traveled and lectured about his experiences
throughout the world. He is fluent in French, English, Spanish,
Italian and Russian. He is also an active participant in the Madrid
Club, which reunites former state presidents and prime ministers.
He was awarded five national decorations by the governments of France,
Ecuador, Argentina, Portugal and Denmark.
In addition to having an impressive political resume, Dr. Roman
is a highly regarded river engineering researcher and professor.
He has earned multiple degrees including a Degree from the Electric
Engineering College at Bucharest Polytechnic Institute (1968), Diplome
d'Etudes Approfondies (1971), and doctoral studies and PhD at the
Fluids Mechanics Institute at Paul Sabatier University in Toulouse,
France (1974). Dr. Roman has served as the Head of Hydraulics and
Hydraulic Car Department, Faculty of Hydrotechnics, Bucharest Polytechnic
Institute since 1985 and currently serves as Professor of Political
Sciences with the National School of Administration and the University
of Bucharest.
Prime Minister Roman is the author of numerous scientific and political
works, including "Romania, Whereto?" (1995), and "Political
Notebook: A Political Vision on Romania's Development Strategy at
the Threshold of Centuries" (2001).
